The ACLU of Southern California strongly favors the establishment by municipalities of independent civilian review boards fully empowered to investigate, conduct hearings, subpoena witnesses and report their findings and recommendations on misconduct complaints made by people against law enforcement personnel.
We strongly believe that such review boards should be adequately funded and staffed independent of the police department and that its membership should be broadly representative of a cross-section of the community.
When investigations are conducted by their fellow citizens, all members of the community can have faith in the outcome of any investigation into alleged police misconduct.
